SITUATION:
Russia has stopped ratifying the Chemical Weapons Convention (CWC) by deporting all OPCW observers and locking down their facilities. According to new intelligence Russia has moved to make their previous plants operational again. One such facility located about 25 miles from the Georgian border is the “Digora Lake Facility”, a facility that makes one of the precursors to mustard gas. President Bill Clinton ordered together with NATO, a strike on the Digora Lake Facility as a final warning to Russia.
